The County of Indiana Board of Commissioners have recently entered into an
agreement with Team Simulations of Florida for a subscription to their
web-based Special Populations Information Registry, more commonly known as
SPIN Registry. The database of voluntary registrants is administered by the
Indiana County Emergency Management Agency as a mechanism for the county's
municipal emergency management coordinators to identify at-risk citizens
within their communities to respond and assist them in a disaster or large
emergency. Funding for the initial two year subscription was provided through
grant money allocated to the Armstrong-Indiana MHMR. The Indiana County Health
and Human Services Subcommittee has reached out to the local medical and human
services providers through its membership to coordinate a uniform countywide
campaign to inform, educate, and register the interested clients who desire
to participate. Numerous disciplines across several counties have come together
to promote and facilitate the program with the ultimate focus on promoting
identification, coordination, and assistance for at risk populations.

specific assistance during incidents requiring evacuation, sheltering, or
response operations. After the detrimental impact of events such as Hurricane
Katrina, the tornadic activity in Joplin, Missouri, and current widespread

be vital in preplanning, response, and recovery for members of vulnerable
